Each library branch should adapt the toolkit to local hazards rather than assuming that the same climate risks apply equally across a city.
Residents should receive a clear explanation of liability, maintenance duties, and what happens if the cooperative dissolves after several years.
Purchasing data can reveal whether laboratories repeatedly over-order particular chemicals. Preventing excess purchases is often easier than managing hazardous disposal later.
Restoration should be paired with runoff-source reduction where possible; a buffer cannot compensate indefinitely for uncontrolled pollution upstream.
